What would cause a fuse holder to melt?
Heating in an electrical circuit is always caused by current flowing through a resistance. If there is significant resistance in the contact between fuse and fuse holder, a current well below the fuse rating can cause enough heat to melt an inline fuse holder.
What is the end result of a melting fuse?
The result is the production of heat. The wire then gets hotter, making the outer plastic coating soft (and therefore weaker), which strengthens the electrical field, eventually causing the coating to melt. Fuses degrade with time and will eventually fail.

Newer, improved fuse blocks would have a better contact with fuses so, overheating should be a thing of the past. The more you play with the fuses, the more chances you have to get the connections loose.
How to replace fuse box above battery melting motor?
Use one eyelet and remove the other. Replace the missing end with one with a smaller hole; I found one at tractor supply. Next remove part of the stock so the end will fit the new fuse box. The old cable is shot do not try to remove it just cut off the ends and as you follow it with the new wire use pull ties to secure.
Why is the B + fuse on my Beetle melting?
The B+ wire is likely alright if you noticed it on time, but the problem is due to the drained battery and the bad connection around the fuse. If it was the wrong gauge or something, it wouldn’t melt around the fuse but likely elsewhere or wouldn’t provide enough current to cause any damage. This happened to me on 2002 Beetle a week ago.
