I do have the ability to change either the passenger or driver side from hot to cold without incident but not the direction I need it to blow. The actuator does move and rotate the black disc it is attached to under the center (driver side) of the dash. It does not move the white 1/2 cogged one though.

The actuator is located behind the airbag assembly, so it has to come out. This is extremely dangerous, and the air bag need to be handle delicately to avoid any accidental deployments. If you haven’t already, take the time to make sure the vehicle’s battery is not connected. Disable the airbag.
