Why does my bike Rev when I release the throttle?
It sounds like the carb slide or cable is sticking IMO,as said above. Its so strange because when I release the throttle it just goes back into place, I also tryed usng the throttle cable on other bike. I also adjusted the throttle wire tension barrel thing and put it all the way down (least tightest).

Why do the Revs go up when the throttle is off?
As you slowly turn it out it should begin to idle smoother and the idle speed should come up. If you have the correct pilot jet then before you get to 3 turns out on the fuel screw the idle will go up, peak, then start to slow down again. Set the fuel screw near where it idles the best.
