Are there any restrictions on using manual bolts?
Although the IBC Commentary seems to indicate that doors not intended for egress (including the inactive leaf of some pairs) may not be required to comply with the prohibition on manual bolts, the limitations included in items 3 and 4 above seem to indicate otherwise.
