What would cause a crank pulley to wobble?

The machinist drilled right into the broken bolt. Then he made an anti-clockwise thread in the drilled hole. Then he made a bolt that tightens anti-clockwise. He fit that into the hole and tightened it. The broken bolt came out without issues. The CEL was due to an IAT sensor. He cleaned the sensor and the CEL went away.
