Why is the steering wheel horn not working?
The black ground wire? from the relay runs back up to the connector on the column, it seems to be fine no breaks in it. However, does the green wire that runs out of the relay go to the horn? The wire at the horn (green), I tested with a test light, has no power. Could it be a assembly problem in the steering wheel itself?

When you find a problem question your test 1st and think “am i testing this right” and try other methods if you question them. ie you get power to the horn but it doesnt work you could try the horn right off of the battery etc.

Your car’s horn draws power from the battery via 2 wires. Locate your horn behind the front grill—it’s a small metal disk with 2 cables connected to it. Then, check the wires to make sure they’re connected to the horn. Look up a diagram online or refer to your owner’s manual if you have trouble locating the horn.

The clue you should look for is if the clock spring is coming apart, other functions on the steering wheel will also fail. That can include cruise control switches, and the airbag warning light will turn on.
How is the Horn wire routed to the steering column?
After entering the dash area, the horn wire is routed to the horn relay. The coil side of the horn relay, is routed to the steering column. I used a 1980s GM Van steering column as it didn’t have a ignition key. It has a GM color coded standard connector where the black wire is the horn button.
Why is the horn not working at the steering wheel?
You cannot assume anything today because there are multiple computers hung onto every circuit. You would be right on older vehicles that twelve volts should be at the horn relay. In this case the clock spring is a good suspect, but the repair estimate is way out of line.

The steering column plastics come off with two screws (I believe) to test continuity at the switch. I would put a meter on the + and – of the horn and have somebody push on the sterring wheel (horn).
How does the horn work on a hot rod?
A relay lies inbetween the steering wheel horn button and the horn. When you push on the horn button in the center of the steering wheel, you ground one side of a relay coil which energizes. This pulls in the NO contact which applies +12V to the horn circuit.
