Why is my VW Golf horn not working?
Suggests fuse 17 is the fuse, and the horn relay is referenced J4. I too have this problem, I noted that moving the adjustable steering coloum the horn will work or fail, so I am guessing it is a broken wire at the steering end. Hope that helps. Should have stuck to my Mk3 Escort no problems, ever, till some one ran into it and wrote it off.
