Why does my fuel pump stay running?
A fuel pump that stays on when the ignition is turned off can be caused by a few things. If you do not believe that the behavior is normal, then it may be possible that the the ignition switch or fuel pump relay have shorted and are feeding power to the pump.

Seems like whatever runs the fuel pump for a second when you turn the key to run is failing. It is more likely a bad relay, or short to ground than it is a bad PCM. The reason miesk5 asked you twice to swap the horn relay with the fuel pump relay, is becuase he knows that it could test good, yet still ocassionally get stuck ON.
What should I do if my fuel pump keeps running?
Normally if the starter relay it stuck, the starter will continue to run even with the key off. Either way the fuel tank will probably need to be removed as the relays are under the tank on the right side & the fuel pump & filter hoses access are in the tank on the bottom right side.
