Toyota had 3 wires into one pin and it broke in the connector. I cut out the wires and ran them to a new ground point and my problem was fixed. I have daytime lights and low / high beams also fog lights. I have this same issue on a 2004 camry (Highs work, lows went out all of a sudden, Fogs work, parking lights work).
