The bellow is a rubber cap that is part of your ves valves. If you take out the 2 bolts for the valves and leave the cap attached you can get to the guillotine. take off the 2 bolts for the cap and you can get to the spring and the rubber bellow. Like the other guys said. Check that bellow for a tear.
