When running at a normal slow cruising engine RPM, the voltage across the battery terminals should stay over 14.3 volts even with full load, like lights, heater blower, and everything else, running. If this system was in a restored 1966 GT coupe, I would probably change the regulator to reduce maximum alternator voltage.

See if your alternator is “remote sense” and if so, use your meter to make sure it sees 16 volts at its remote sense terminal. If you find low voltage there the regulator is doing its job. but local auto parts stores only sell whole alternators.
