Malistaire the Undying is Morganthe’s Dark Servant, after being resurrected by the Umbra Queen to help her finish her plans. He is the final Boss of Xibalba in the Azteca storyline.

Re: On soloing Xibalba One needs to stay focused even in simpler-looking fights – yes, you can win, but you will not win on auto-pilot. 3-on-1 and especially 4-on-1 fights are very dangerous, even though Scarecrow usually heals us back to full health in those.

Players who are a minimum of level 75 and who have completed the Avalon quest “A Great Storm Coming” must speak to Cyrus Drake in Ravenwood (not Merle like you usually do). He will send you along to Marleybone for a very unique experience. Completing Cyrus’ quest will give you the Spiral Key to Azteca.

As Victoria said, they can be dropped from bosses. I got one from Rattlebones(Rank 7) which you can fight him using the Rattlebones master duel which you can get from the regular rattlebones. You can also get the Mote of Transport from the ‘chest’ days when doing Daily Assignments.
