Is there vibration in the engine at 1700 rpm?
The engine performance is still very strong. The vibration can be felt through the steering column and floorboards through the seat. Again it will do it sitting with the throttle depressed to 1700 rpm in park. I just had a new harmonic balancer installed and the problem still remains. Is there something you all know about this condition?

Loose stator coils in synchronous motors will generate fairly high vibration at coil pass frequency (CPF) that equals the number of coils x RPM (#coils X poles X # coils/pole). The CPF will be surrounded by 1X RPM sidebands.
