An electric fan SHOULD NOT run all the time. A mechanical fan WILL spin as long as the engine is running, but it will only ‘lock up’ when needed. To avoid a further rise of temperature, the fan induces air flow. The fan turning on is normal and a consequence of the hot coolant, not a cause.

Where is the Rad fan located on a Ford F-150?
On one of my vehicles it is located on the Thermostat housing, your’s can be elsewhere. The fan is designed to click on when the sensor detects the engine is over heading. It sends a signal to the vehicle’s computer which turns on the fan. If the sensor is defective it could send an overheat command, thus causing the fan to become active.
