Flurry of blows is an extra attack (or two or three extra at higher levels); that’s the whole point. If you don’t make extra attacks, you’re not flurrying. And if you don’t make an extra attack, neither your regular BAB of 3 or your psuedo-BAB of 4 would be high enough to allow you to make a second attack anyhow.
