What’s the problem with my 1988 Springer Softail?

My 1988 Springer Softail has had a problem over the last 5 years or so, always the same thing. It runs like its only hitting on one Evo cylinder sometimes, but all of a sudden it will start running fine. I have had it in the shop a couple times only to have them work on carb but problem still happens.

Why does my Evo sound like a machine gun?

It ran rough at low RPM, started fine, idled fine. After about 5 minutes at 3000+ it sounded like a machine gun until I would back down. Also may not hurt to ohms check or even swap out the plug wires. I had a weak foward cylinder one that drove me crazy for a while.
