Are there any messages on the skim bus?
P1686 – No SKIM BUS Messages Received. “No CCD/J1850 messages received from the Smart Key Immobilizer Module (SKIM)” The smart key system seems to be the issue. My understanding is that the anti-theft system is operated by shutting off the fuel pumps, so this makes sense.

It cannot be bypassed if you do not have the keys it responds to. iispms, the ECM can be reprogrammed to ignore the SKIM command or you can swap out the ECM and ignition switch.
