It almost has to be a physical problem. The ECM controls the fuel, and it is not adjustable unless you have an aftermarket tuner. Check your throttle cable to see if it is getting pulled tight, check your butterfly to be sure it is closing. Check IBV and all sensors that are connected to the throttle body and intake.
