Why do I get no power on my 2007 DT466?

I am getting no power, no acc and codes are 353. i have just change egr cooler because off large coolant leak (internal). just after changing it i get no power and this code. please help.
Why is the MaxxForce DT EGR cooler so big?
As you can see the EGR cooler from this Navistar DT MaxxForce engine is massive and it weighs I’m guessing around 50 pounds. Why is it so large? Well the main reason was to circulate more cooled exhaust gases to the air intake system and reduce emissions to meet the demanding emission standards set by the EPA.

This time its the DT466 with no power. I haven’t had much time to put into it. We did swap the pedal switch out due to similar intermitent problems. The truck idles fine.
When to disconnect the actuator on a DT466?
If > 0.25 V disconnect the actuator harness and retest. If > 0.25 V, do 12-pin Actuator Power Voltage Check . If < 0.25 V, the concern is either high resistance in wiring or the VGT actuator. Do Harness Resistance Checks to confirm integrity of wiring.
How do you turn off ignition on DT466?
Take a screwdriver and pry linkage outward towards the frame rail. Then release it and the linkage should go back on its own freely and bottom out and bounce once . oh yes, with ignition on then I turn it off the linkage only clicks ones but I have not tried it with a screwdriver,

EBP sensor is the exhaust back pressure sensor and it is mounted on a metal tube that extends for the exhaust manifold . It is located at the front of the engine on the right side just behind the ac compressor . It is a 3 wire sensor and it measures back pressure in exhaust .

It is located at the front of the engine on the right side just behind the ac compressor . It is a 3 wire sensor and it measures back pressure in exhaust . From this reading , the ECM controls the turbo VGT actuator to control boost . If this sensor is not working right , it will affect boost for sure .
