Why is my gear shift light not working?

When on the driver side contact of fuse 10 it lights up fully. On the passenger side contact it gives a dim glow. (What does this mean?) I tried it on fuses 5 and 9 to see what it looks like on a fuse location that appears to be working properly.

Why is the shifter light not working on my car?

For both, the tester lit up fully when touching the driverside contact but did not give any light when touching the passenger side contact. Also, if you look at images 5 and 6 from the second reply (the instrument panel illumination circuit diagram), you can see all the areas that are missing backlighting and where they connect.
