The headlamp washer pump is the one on the front right of the washer reservoir (looking from the front of the car). Just disconnect the plug and it will deactivate the headlamp washers.

There are 2 pumps attached to the washer reservoir, and they take water from different levels, so it’s possible it’s just because the fluid has dropped below the level of the pump for the headlamps (they use a lot more fluid than the windshield washers, so the ‘reserve’ part of the tank is presumably only available for the windshield washers).
