When the tank is full, there is low resistance to ground, and the needle reads high. As long as power and ground are wired properly to the gauge, if you remove the wire from the S terminal, the gauge should read empty, as there is no path to ground (Another way of saying it is there is infinite resistance to ground).

If it’s reading totally empty, it’s the ground. If your tank if full of gas right now; I’d drive it for a while and see what happens.
