What controls fuel flow into the carburetor float bowl?
Because the carburetor can’t use fuel under pressure, whether delivered by a fuel pump or gravity, the float chamber is kept at atmospheric pressure. The carburetor float needle, moved by the float, controls fuel flow, maintaining the fuel level in the chamber.

- Run the end into a suitable container.

Also if it is overflowing it usually goes into the intake port and into the cylinder, (which washes out the oil on the cylinder wall) past the rings and into the oil. The vents are to allow the air pressure in the float bowl to remain the same as the air outside of the carb which allows the carb to work correctly. Smell and feel the oil, if it smells like gas or the oil doesn’t feel very slippery between your fingers change it soon!

I still do not have gas flowing out. I left the carb attached to the engine and fuel line, took the bowl off and nothing. I moved the float up and down nothing changed. If you’ve done all that, about the only thing left is a major plug at the fuel inlet where the fuel line attaches to the carb.
Why is the CARB float bowl empty after sitting?
So it takes quite a bit of cranking (about 15-20 cranks) for the mechanical fuel pump to pull fuel all the way from the tank and fill the bowl. After the truck starts, i can shut it off and it will fire right back up all day long, hot or cold, makes no difference, because there is now fuel in the bowl.
