Why is my Renault Scenic not starting properly?

Why does my windscreen washer not work at all?
The rear washer will not work at all, and the fronts work but only very slightly. She says she has pushed a pin in them to see if they are unblocked however it hasn’t made a difference. I’m going to have another go when I go over later however can someone tell me where the washer pump is? Lol

Can’t find the fuse (not listed) but checked most and all seem fine. The fuse for the washer motor is number F6 in the fuse box – could also be the pump is seized or broken – the one pump serves both the front and rear washers. Unfortunately its a front bumper off job to gain access.

I took the tensioner pulley wheels off so I had them with me to take to Renault and noticed that when you spun the tensioner pulley wheel it made a noise like an old roller skate wheel !. This must have been the cause of the whistling noise. The power steering pump and alternator pulleys spun cleanly without noise so presumably are ok.

This was caused by the spring tensioner doing up the belt too tight and the belt vibrating at certain engine speeds due to the spring. The solution was to make an aluminium bracket out of a flat bar to allow the fan belt to be set to a fixed tension.
