Why does my outrigger not move the bucket?

Can not get the bucket to move. Fluid is full. Bucket safety seems ok. Tool switch not engaged. Joystick controler looks ok. Cant find the override valve. I understand there is a way to stop the outriggers from getting fluid and divert to the bucket. Never had a bucket i couldn’t figure out.

Why is the bucket on my truck not moving?
