The issue is that under light throttle, maybe 5-20%, the engine will buck and surge. If I apply throttle very gently, it will pick up smoother, however the surge is still there even if I hold the throttle steady. I can hear it missing out of the exhaust like it is starving for fuel.

Dont go replaceing things randomly, have them tested. Possible thins are: TPS, IAC, vacuum leak, fuel pressure regulator, bad injector, worst case scenario the pcm has messed up.
