If it’s at the maximum you have to shift to the smallest cog (highest gear), screw the barrel adjuster all the way in, unclamp the cable, pull on the cable as far as possible (pliers help) and then clamp it again. If the cable tension doesn’t help you have to turn the L screw counter-clockwise to allow the derailleur to move farther.

Why does the rear derailleur not stay in gear?

It’s a 12 speed with the gear shift on the lower bar. The rear derailleur seems to work, that is it shift from the small sprocket to the largest, but it will not stay in anything beyond the the small one. I have replaced the cable and adjusted the high/low as in the video (thanks) but nothing is working, it will not stay in any other gears.
