If you haven’t cleaned out the tank and the petcock screen, the trouble might be right there. If you do get a decent flow there, then the float is stuck closed or the needle valve is stuck or restricted. Just having the Seafoam in the carb for a while might help; might not too. As you slowly turn it out it should begin to idle smoother and the idle speed should come up. If you have the correct pilot jet then before you get to 3 turns out on the fuel screw the idle will go up, peak, then start to slow down again. Set the fuel screw near where it idles the best.

Check the carb diaphrams. If there is a slit of hole in the diaphram (s) the needle will not lift (giving it more fuel) when you roll on the throttle. Hold the diaphram up to a very bright light and look carefully. Also, if the air passages running up to the diaphram chamber are blocked, the slide will not lift.
