The service manager and technicians were awesome and quickly diagnosed and fixed the problem: a damaged clockspring (they called it a “spiral spring”).
Are there any steering wheel switches that work?
The right front side of steering wheel switches (cruise control) work fine. I checked the fuse associated with the horn (#42) and it is fine. Any other ideas?

I noticed at night, the lights on both sides of the controls were going on and off as I turned the wheel. Thought I was going crazy. Horn, radio controls on both sides, instrument cluster buttons, heated steering wheel and voice control don’t work. Oddly enough the cruise controls still work.
