I saw that this is a common problem on these trucks. On my Crown Vic I had the same problem, and there was a black box that held it along with the charcoal canister, near the fuel tank. I found the fuel tank and the black metal plate that is holding the charcoal canister on the drivers side, just in front of my gas tank.
