With the engine off key on, it is reading battery voltage, should be 12.6 DCV. With the engine running it should be reading alternator voltage, should be around 14.4 DCV, that could vary depending on the needs of the electrical system at that time. If it is reading below 12.6 DCV with the engine running you are probably running off the battery.
