What powers OBD2 port?

Check the 15A “CIG” fuse under the hood, that is what powers the DLC, if that fuse is not blown then you have a very od problem, wiring problem maybe If I recall correctly you need to check fuse 41 under the hood. Why is the OBDII port not working on my Ford Expedition?
All of my cigarette lighter ports have power as does the OBDII port. There is just no communication. I noticed there is a 4-pin gray connector taped back behind the OBDII port and was wondering if something needed to be plugged into that as well to enable the reader to read the codes from the PCM.
