Is the baffle at the bottom of the Rad?
The baffle ,when at the bottom of the rad ,is basically an obstacle creating resistance to flow ,so the incoming water is routed upwards. A consequence of you turning the rad upside down ,will now raise the issue of whether or not the flow is in the correct side in relation to the baffle. Yes.
Which is the flow side of the radiator?
So the baffle side will be the flow side iam guessing. I think that the baffle should be closer to the return side. Water comes in, and goes 80% (or so) across the radiator before hitting te baffle, then it is forced UP and over.
Why are vertical radiators more fussy than horizontal?
So it can go in two possible horizontal orientations. Then connect it the way they say, there will be baffles inside which you may not be able to see, if you have connected the flow to the other side that may well be why you are having problems. How to restore flow on a vertical radiator?
Close both valves , release air / water via air bleed valve and have some towels handy. Remove bleed valve and if need be blanking cap. Then have a look thru , if there is any restriction its upside down. Ive took the valves out and got some pictures the first two has been took from the chrome nut and bleed valve.

Column rads are rubbish imho good for art decor and look fancy and thats it ,last year i had done a radiator conversion in someones house from conventional rads to column ones as they were decorating the house right through . Worked out heat cal as you do and then some and installed correct sized columns as required .
