Worth a shot, anyway. You should also see if it is the GPU. Download GPUz and run it. Look at the “Sensors” tab. If the GPU is idle, all those numbers and percentages should be low (GPU load, Power Consumption, the clocks, fan speed, etc.).

I should also add, it could be that there is bad contact between the cpu and the heatsink inside. But, you still need to rule out active processes and you said you still have 40% cpu usage. Some processes are not seen in the task manager and you need to go into the Resource Monitor.
