The V-Rod, as are all current Harley-Davidson motorcycles, (and almost all modern motorcycles), has electronic fuel injection and electronic ignition. If the bike won’t start because the battery is dead, then no, you can’t push-start it. The reason is because of the “electronic” part of electronic fuel injection.
