From what I have experienced and learned when I was a beginner in the Sims 3, you cannot get your baby back. Your baby was most likely taken from you due to letting one of his needs drop down too low.

If your baby has been taken away do not save the game just go to the Options Menu then go to exit to main menu then just exit to the main menu without saving the game then go back to your world and you will start the game and your baby will be there. In the Sims 2 you could adopt and get your child back.
