I agree with 7jimmy, brake safety switch, and yes that is by the brake pedal, it’s to force you to have your foot on the brake pedal to shift a car out of park. How does the shift interlock work on a Ford Escape?
Part of the shift interlock system is that you can’t shift out of park unless the brakes are pressed, meaning the “brake pedal position” (BPP) switch is depressed, your brake lights are one, and the ignition switch is in the ON position, so that the shift interlock is then able to release the shifter.

What to do if your shift lock release is stuck?
1) Check your brake lights. Have a friend apply the brakes and see if the brake lights are on. If so, that proves the fuse is good and the brake light switch is working. If the brake lights don’t come on, check the fuse to that circuit (consult your owner’s manual to find the fuse and it’s location).
