Check the 15A “CIG” fuse under the hood, that is what powers the DLC, if that fuse is not blown then you have a very od problem, wiring problem maybe If I recall correctly you need to check fuse 41 under the hood. As stated earlier the accessory outlets are on a different circuit from the cig lighter which also powers your OBD port.

How do you know if your Toyota OBDII has no power?
The FSM says that you have to have at least 11 volts on your battery, minimum, for the diagnostic port to work. Check the engine off voltage of the battery. Check the 7.5A OBD fuse located in the instrument panel fuse block, it feeds power to pin 16 on the DLC.

Does anyone know the fuse location for the OBDII port? The EFI fuse in the fuse box under the hood supplies power to the ECU. Usually the port power is supplied by a different fuse, try the one for the accessory outlets, it seems to be the most commonly used among auto makers.

I then pulled the fuse box cover and checked the fuse and it’s good. Even replaced it with a known good fuse, but still no power to the Cigar lighter or the OBDII port.

Even replaced it with a known good fuse, but still no power to the Cigar lighter or the OBDII port. I just did a quick test with my multi-meter and I do have power on one side of the blade fuse socket, but nothing at the OBDII port or at the lighter. Has anyone run across this before?
