My apologies. It is a 2002 Outback. Thanks. If the dash lights (instrument panel, radio and heater controls etc) turn on when the headlight switch is turned On, but the clearance and tail lights do not, that leaves the Parking Switch (on top of the steering column).

In the diagram, only some lights are shown, powered from FB-26, fuse 12. So if the dash lights work, the relay is working.
