Where to find oily film on a Harley Davidson engine?

If you pullout your air filter, you should have an oily film on the mounting plate and around the rim of the filter. Its an evo engine. The year im not sure of its a chopper I bought it built already so not sure of the year all i know itrs from the 90’s
