Q: Is it normal for the crankshaft pulley to be stuck if the car is off. The serpentine belt is removed. Recently my serpentine belt slipped off while driving. The car is parked and it is cold. I have removed the belt and inspected all of pulleys. I noticed that the pulley for the water pump seems to be a little bit rough, which I will replace.
How does the timing of a pulley work?
Generally each 1mm mark you move the pulley you change the cam timing by 2 degrees. You are only controlling the time the inlet and exhaust ports open and close by doing this (you can’t change the duration, just the start point). Ignition timing is down to the ECU and the cam profile sets the duration of lift.

Rotate the engine a couple of times and stop at the TDC mark (reading off the degree wheel on the crank). Hopefully the cams are still at TDC. Now you can start to make those tiny adjustments on the vernier pulley.

What to do if pulleys don’t track properly?
Tighten mounting. Check level and alignment of pulley shaft or belt will not track properly. If bearing is excessively worn, replace with new bearing. Check fit of inner race to ensure against bearing distortion. Check level and alignment at pulley shaft. Check shaft for straightness. Remove pulley to replace shaft.

This is what we call frozen pulley. It gets stuck. It won’t spin. Or, it may still spin, but not as smoothly as before. To find out if you have frozen idler pulley or a pulley that is hard to spin, you will have to slip or remove the engine drive belt from the idler pulley.
