No you cannot marry Ondolemar for two reasons he’s not avalaible for marriage on any version of the game and the using cheats aka console commands only work on the PC. That must be with a mod then; he does not offer marriage in the base game.
Can you stop weylin?
Weylin is a Breton witchblade from Markarth. He lives in the Warrens, but will never be seen there because when you enter the city for the first time, he will attempt to murder a woman named Margret. You can either stop him by killing him, or let him commit the murder.
Can you help the Thalmor in Skyrim?
Inside Markarth there is Ondolemar who is a Thalmer Justiciar, and he can give you a quest that assists the Thalmor by rounding up a Talos worshiper. That is the only quest that actually has you helping the Thalmor.
