Actually the ECM turns off power to the solenoid to lock the fan on. All you need is bad connection or wire in that circuit to cause this, or a faulty solenoid. The A/C high pressure switch and fan override switch are separate inputs to the ECM and could also be acting up. The fan clutch itself may be getting stuck, or have a bad air leak.
