A couple of days later I went back and there was a wet spot under the driver side tie rod, I noticed that the boot was torn (according to posts found here the Rack is gone).

No possible way to install the original style factory seals by placing them on the lines then insert them into the bores in the rack. They will be crushed and will leak. Make sure you are not using double seals, i.e., that the old seals come out before installing the new ones.
