Can a bike idle perfectly all day long?
It will idle all day long at idle, even a very slow idle…but when you hit the throttle….nuthin……blaaaaaaaaaa then it will idle perfectly again. I am running K N aftermarket air breathers. same prob on or off

What makes a Harley Davidson idle so smoothly?
The valve plunger has a composition seat which was loaded with crud, no way that could seat. After cleaning it and replacing the cable the bike idled very lean and ruff. I needed to turn the needle out almost a full turn, it idled smooth and steady and accelerated very smoothly without any pop back.

Since you cannot go above 1300 rpm, that rules out your TCI ignition not advancing, as a cause of your problem. This points to the carbs as likely suspects. You said the bike sat for a year.

How big of a hole do you need for Idle Air Bypass?
Be aware that only a big-cammed all-out race engine requires as many as four 1/8- inch holes. If the carb has an adjustable idle air bypass located under the air filter stud, this hole drilling exercise is redundant. If too much transition slot is uncovered, open the idle air bypass more so the throttle butterflies can be more nearly closed.
