I’d be suspicious that these duct sections are not properly taped together, and/or there is an opening in the tube that’s allowing cold air to enter. When the furnace is off, air (wind) is allowed to blow back into the house via this ducting. When the furnace is on, obviously the hot air is being pushed out any possible openings.
