Why does my4 wheel drive not engage?

Only way i can get it to stop it is to turn the engine off and restart, sometimes takes more than once. I dont hear anything from the 4×4 box in the passenger kick board area when it’s doing this. When lights are off, have no problem turning the switch and it engages in seconds. I do hear clicking like it should from the 4×4 box by the kick pane

When airing up, go to 2hi, flashing VSC/ steady light on squirrelly car thing. Never could get to turn off no matter how many times I start and stop the motor. Everything engage/disengage like it should and instantly while on the trail.
