Why does check engine light come on when gas tank is over full?
Most cars run a vapor lock check on the gas tank usually on a cold start between 3/4 and 1/4 tank. Strange issues with intermittent Check Engine lights relating to the gas tank and how full it is are commonly caused by a gas cap that is not sealing correctly and tripping the sensors when it runs a check.

Hello, my check engine comes on when fuel drops to a 1/4 tank or lower and vehicles runs rough, but when tank is filled light goes out and car runs better. I haD a scan done at Autozone and it showed misfire on cylinders1 thru 6.

If Honda doesn’t say premium is required, it isn’t. The O2 sensors are relatively cheap and don’t last forever. They are cheaper than a catlytic converter. Make sure the mechanic checks that there are no exhaust leaks between the engine and cat. That can throw the P0420 as well. If there are no leaks, change the O2 sensors.

If the car runs totally fine with a full tank, my suggestion for the short term would be to just keep the tank over 1/4 full, which is good practice anyway. The fuel pump is inside the tank on your car, and relies on being submerged in fuel to stay cool. When the tank is constantly run low, the pump can overheat and have a reduced service light.

Overfilling the tank can spill fuel into into tiny vacuum lines and filters, which in turn can clog emission devices (like the “evap canister”. Soaking these devices in gasoline will cause the “check engine” light to come on. Replacing the damaged parts could be costly, but the time spent diagnosing the problem could be even costlier.
