To the first question, the answer is simple: The lights are there for you to park on one side of a narrow street, presumably in Europe where the cars are designed and built.

The noise may have been due to a seized or seizing component, such as the water pump, that is driven by the engine’s serpentine belt. The serpentine belt either broke, or the water pump seized causing the belt to break…. Hi. The driver’s window switch may be getting water or other liquids inside and the window switch is shorting out.
