How did Latvia became a country?
After a failed coup in Moscow in August, the Latvian legislature declared full independence, which was recognized by the Soviet Union on September 6. The first post-Soviet elections, in which only pre-1940 citizens and their descendants were permitted to vote, were held in June 1993.
